The present work aims to describe the technical needs primary and essential for the realization of the project of the gas Pipeline President Néstor Kirchner” First Stage (detailed ex-post) in order to comply with the objectives for this willing in the NUD N° 76/2022 as a strategic project to promote the development, growth of the production and supply of natural gas in the REPUBLIC of ARGENTINA, to contribute to ensuring the supply of energy and to ensure the internal supply under the terms of the Laws Nros. 17.319, 24.076 and 26.741, whose concession, contracting, construction, operation and maintenance is entrusted to this company as mandated by articles 1 to 4° c of the Decree of Necessity and Urgency. Since the concern of this technical unit, we proceed to evaluate the first stage of the gas pipeline project with the goal of enabling the provision of gas production in Argentina until 40.000.000 m3/d, from Vaca Muerta to the connection with the system of transport of natural gas existing in the Province of Buenos Aires, and then to be expanded -in a Second Stage, with a view to evolve with respect to the availability of gas in volume and transportation, to the greatest centers of energy consumption of plants.
Also, will be assessed -from the technical point of view - the need and the possibility of carrying out, in time and in a timely manner, the other works necessary and complementary included in the Program Pipeline System Transport.Ar National Production” approved by the Resolution no. 67 of February 7, 2022, the Secretary of Energy under the Ministry of Economy, which pursuant to art. 4° NUD N° 76/2022 were also delegated to INTEGRATION ENERGY ARGENTINA SA
In this line should be taken into account that the above-mentioned Decree of Necessity and Urgency, it sets clear guidelines about the swiftness and promptness in execution. Then transcribe the most relevant to take into consideration as guidelines for the work entrusted to this task force:
“(...) That, in order to comply with the national policy exposed, it is of utmost importance to start the construction of the “PIPELINE, as PRESIDENT NÉSTOR KIRCHNER”, which was declared of Public Interest National by virtue of article 1 of the Resolution N° 67/22 of the SECRETARIAT OF ENERGY, and the execution of the works to transport natural gas that will enable us to advance in the achievement of self-sufficiency of natural gas, ensure the development of unconventional reserves in the Neuquén Basin, large-scale, optimize the transport system of argentine natural gas and to ensure the supply of the internal market of natural gas, allowing the substitution of imports, and a reduction in the cost of supply.
That, in this sense, the construction of the “PIPELINE, as PRESIDENT NÉSTOR KIRCHNER” and the execution of the works to transport natural gas referred to in this decree, along with the other tools that the NATIONAL GOVERNMENT has been undertaking in order to ensure the supply of natural gas in the long term, will provide to the economy of our country, the energy that is required to ensure and enhance its growth.
That, in function of the lower estimated availability of natural gas produced in the basin northwest of our country and of natural gas imported from the PLURINATIONAL STATE OF BOLIVIA is required to implement a solution that is sustainable and long-term strategic as it represents the construction of the “PIPELINE, as PRESIDENT NÉSTOR KIRCHNER”, whose adoption does not support delays in the ratio of the times required to plan and execute a work of such magnitude and whose delay could put at risk the internal supply of our country.(...)”

- The Compressor Plant N°4 (in the vicinity of the town of Salliqueló), provided for the gradual Km 560 approximately, is now at a level of 340 meters above sea level.
In addition, the work is complete with the following facilities surface facilities:
- Station Separation and Measurement Prosecutor in the header of the Pipeline, Néstor Kirchner. There will be accounted for the gas from the Plant Tratayén.

The total project stretches for 560 km approximately from the Province of Neuquén in the Province of Buenos Aires, passing through the Rio Negro and La Pampa.
Promptly in the Province of la Pampa, which is the target of the present study, the trace will span approximately 405 km, starting from the point 38º05`02.14”O 67º4351.76” Or, on the boundary with the Province of Río Negro, and ends at the point 37º03`10.11“S 63º23`07.62“Or, geographical boundary with the Province of Buenos Aires.
